			<content:encoded><![CDATA[<p>My son, who has been the subject of my research went to jail on felony posession-Heroin. I went to visit him on his birthday. The person I saw was not my child, but a drug ravaged body that somehow managed to speak.</p>
<p>A mere shell of a person. I had to tell him one sentence three times before he could repeat it. I had to scream help! so an officer would send medics to his cell after watching him through the &#8220;video visit&#8221; (no more behind the glass visits in LA)</p>
<p>Watching him scream hysterically and bash himself in the head with his knees was excruciating.</p>
<p>How did that make me feel you might ask?</p>
<p>helpless</p>
<p>sad</p>
<p>alone</p>
<p>afraid</p>
<p>He had a 50,000 bond. His druggie girlfriend managed to get bail reduced and bail him out. WHAT! I called the station and they said they had never heard of such a thing as someone with 6 warrants (drug related) so many arrests for drugs and such a high bail get out. The officier double checked. Yes! He was out. How did that make me feel?</p>

<p>fear</p>
<p>Days later, his stepmom called me, she was  in panic mode. He had been contacting her and sounded like he would notlive through the day.</p>
<p>I told her &#8220;Stop crying NOW! You have to be strong. He thinks I am the devil&#8221;! &#8220;Tell him to go to a X Hospital&#8221;  .</p>
<p>She did.</p>
<p>He did. He checked himself into the Pscyh ward and it has been 9 days. I pray to god to please hold him there. I faxed a letter to his doctor to recommend me to be conservator of him.</p>
<p>In God&#8217;s time. In God&#8217;s time &#8211; I know</p>

<p><em><strong></strong></em> <em><strong><span style="color:#000000;font-size:small;">MYTH: Drug addiction is voluntary behavior.</span></strong></em></p>
<p><span style="font-size:small;"><span style="color:#000000;"><em><strong>FACT:</strong> </em>A person starts out as an occasional drug user, and that is a voluntary decision. But as time passes, something happens, and that person goes from being a voluntary drug user to being a compulsive drug user. Why? Because overtime, continued use of addictive drugs changes your brain &#8212; at times in dramatic, toxic ways, at others in more subtle ways, but virtually always in ways that result in compulsive and even uncontrollable drug use.</span></span></p>
<p> <em><strong><span style="color:#000000;font-size:small;">MYTH: More than anything else, drug addiction is a character flaw.</span></strong></em></p>
<p><span style="font-size:small;"><span style="color:#000000;"><strong><em>FACT: </em></strong>Drug addiction is a brain disease. Every type of drug of abuse has its own individual mechanism for changing how the brain functions.  But regardless of which drug a person is addicted to, many of the effects it has on the brain are similar: they range from changes in the molecules and cells that make up the brain, to mood changes, to changes in memory processes and in such motor skills as walking and talking. And these changes have a huge influence on all aspects of a person&#8217;s behavior. The drug becomes the single most powerful motivator in a drug abuser&#8217;s existence. He or she will do almost anything for the drug. This comes about because drug use has changed the individual&#8217;s brain and its functioning in critical ways.</span></span></p>
<p><span style="color:#000000;font-size:small;"> </span><em><strong><span style="color:#000000;font-size:small;">MYTH: You have to want drug treatment for it to be effective.</span></strong></em></p>
<p><span style="font-size:small;"><span style="color:#000000;"><em><strong>FACT:</strong></em> Virtually no one wants drug treatment. Two of the primary reasons people seek drug treatment are because court ordered them to do so, or because loved ones urged them to seek treatment. Many scientific studies have shown convincingly that those who enter drug treatment programs in which they face &#8220;high pressure&#8221; to confront and attempt to surmount their treatment, regardless of the reason they sought treatment in the first place.</span></span></p>
<p> <strong><em><span style="color:#000000;font-size:small;">MYTH: Treatment for drug addiction should be a one-shot deal.</span></em></strong></p>
<p><span style="font-size:small;"><span style="color:#000000;"><em><strong>FACT:</strong></em> Like many other illnesses, drug addiction typically is a chronic disorder. To be sure, some people can quit drug use &#8220;cold turkey&#8221; or they can quit after receiving one treatment just one time at a rehabilitation facility. But most of those who abuse drugs require longer-term treatment and, in many instances, repeated treatments.</span></span></p>
<p><span style="color:#000000;font-size:small;"> </span><em><strong><span style="color:#000000;font-size:small;">MYTH: People don&#8217;t need treatment. They can stop using drugs if they really want to.</span></strong></em></p>
<p><span style="font-size:small;"><span style="color:#000000;"><em><strong>FACT:</strong></em> It is extremely difficult for people addicted to drugs to achieve and maintain long-term abstinence. Research shows long-term drug use actually changes a person&#8217;s brain function, causing them to crave the drug even more, making it increasingly difficult for the person to quit. Especially for adolescents, intervening and stopping substance abuse early is important, as children become addicted to drugs much faster than adults and risk greater physical, mental and psychological harm from illicit drug use. </span></span></p>
<p> <em><strong><span style="color:#000000;font-size:small;">MYTH: Treatment just doesn&#8217;t work.</span></strong></em></p>
<p><span style="font-size:small;"><span style="color:#000000;"><em><strong>FACT:</strong></em> Treatment can help people. Studies show drug treatment reduces drug use by 40 to 60 percent and can significantly decrease criminal activity during and after treatment. There is also evidence that drug addiction treatment reduces the risk of HIV infection (intravenous-drug users who enter and stay in treatment are up to six times less likely to become infected with HIV than other users) and improves the prospects for employment, with gains of up to 40 percent after treatment.</span></span></p>
<p> <span style="color:#741b47;font-size:large;"><strong><em><span style="color:#000000;font-size:small;">MYTH: Nobody will voluntarily seek treatment until they hit &#8220;rock bottom&#8221;.</span></em></strong></span></p>
<p><span style="font-size:small;"><span style="color:#000000;"><em><strong>FACT:</strong></em> There are many things that can motivate a person to enter and complete substance abuse treatment before they hit &#8216;rock bottom&#8217;. Pressure from family members and employers, as well as personal recognition that they have a problem, can be powerful motivating factors for individuals to seek treatment. For teens, parents and school administrators are often driving forces in getting them into treatment once problems at home or in school develop but before situations become dire. Seventeen percent of adolescents entering treatment in 1999 were self-or individual referrals, while 11 percent were referred through school.</span></span></p>

<p><span style="font-size:small;"><span style="color:#000000;"><strong><em>FACT: </em></strong>Treatment does not have to be voluntary. People coerced into treatment by the legal system can be just as successful as those who enter treatment voluntarily. Sometimes they do better, as they are more likely to remain in treatment longer and to complete the program. In 1999, over half of adolescents admitted into treatment were directed to do so by the criminal justice system. </span></span></p>
<p><span style="color:#000000;font-size:small;"> </span><span style="font-size:small;"><span style="color:#000000;"><em><strong>MYTH: </strong></em><strong><em>There should be a standard treatment program for everyone.</em></strong></span></span></p>
<p><span style="font-size:small;"><span style="color:#000000;"><em><strong>FACT: </strong></em>One treatment method is not necessarily appropriate for everyone. The best programs develop an individual treatment plan based on a thorough assessment of the individual&#8217;s problems. These plans may combine a variety of of methods tailored to address each person&#8217;s specific needs and may include behavioral therapy (such as counseling, cognitive therapy or psychotherapy), medications, or a combination. Referrals to other medical, psychological, and social services may also be crucial components of treatment for many people. Furthermore, treatment for teens varies depending on the child&#8217;s age, maturity and family/peer environment, and relies more heavily than adult treatment on family involvement during the recovery process. &#8220;(They) must be approached differently than adults because of their unique developmental issues, differences in their values and belief systems, and environmental considerations (e.g., strong peer influences).</span></span></p>
<p> <em><strong><span style="color:#000000;font-size:small;">MYTH: If you&#8217;ve tried one doctor or treatment program, you&#8217;ve tried them all.</span></strong></em></p>
<p><span style="font-size:small;"><span style="color:#000000;"><strong><em>FACT: </em></strong>Not every doctor or program may be the right fit for someone seeking treatment. For many, finding an approach that is personally effective for treating their addiction can mean trying out several different doctors and/or treatment centers before a perfect &#8220;match&#8221; is found between patient and program.</span></span></p>
<p><span style="color:#000000;font-size:small;"> </span><span style="font-size:small;"><span style="color:#000000;"><em><strong>MYTH: </strong></em><strong><em>People can successfully finish drug abuse treatment in a couple of weeks if they&#8217;re truly motivated.</em></strong></span></span></p>
<p><span style="font-size:small;"><span style="color:#000000;"><em><strong>FACT: </strong></em>Research indicates a minimum of 90 days of treatment for residential and outpatient drug-free programs, and 21 days for short-term inpatient programs to have an effect. To maintain the treatment effect, follow up supervision and support are essential. In all recovery programs the best predictor of success is the length of treatment. Patients who remain at least a year are more than twice as likely to remain drug free, and a recent study showed adolescents who met or exceeded the minimum treatment time were over one and a half times more likely to abstain from drug and alcohol use. However, completing a treatment program is merely the first step in struggle for recovery that can extend throughout a person&#8217;s entire lifetime.</span></span></p>
<p><span style="color:#000000;font-size:small;"> </span><em><strong><span style="color:#000000;font-size:small;">MYTH: People who continue to abuse drugs after treatment are hopeless.</span></strong></em></p>
<p><span style="font-size:small;"><span style="color:#000000;"><em><strong>FACT: </strong></em>Drug addiction is a chronic disorder; occasional relapse does not mean failure. Psychological stress from work and family problems, social cues (i.e. meeting individuals from one&#8217;s drug-using past), or their environment (i.e. encountering stress, objects, or even smells associated with drug use) can easily trigger a relapse. Addicts are most vulnerable to drug use during the few months immediately following their release from treatment. Children are especially at risk for relapse when forced to return to family and environmental situations that initially led them to abuse substances. Recovery is a long process and frequently requires multiple treatment attempts before complete and consistent sobriety can be achieved.</span></span></p>

<div>The research is being funded by Roger and Nadeane Hruby of Burr Ridge, who lost their grandson, Reed, 24, to a heroin overdose in 2008. The couple has donated $340,000 to start an intervention program that officials say is the first of its kind, focusing solely on preventing heroin addiction.More than 50 people, ranging from 18 to 29 years old, have offered to participate since research began in late April. It will continue through the summer. Participants receive a stipend for interviews that can last more than three hours and include screenings for <a id="HEBEC000013" title="Mental Health" href="http://www.chicagotribune.com/topic/health/behavioral-conditions/mental-health-HEBEC000013.topic">mental health</a> conditions such as depression and <a id="HEBEC00004" title="Bipolar Disorder" href="http://www.chicagotribune.com/topic/health/behavioral-conditions/bipolar-disorder-HEBEC00004.topic">bipolar disorder</a>, said Kathie Kane-Willis, director of the <a id="PLGEO100100500000000" title="Illinois" href="http://www.chicagotribune.com/topic/us/illinois-PLGEO100100500000000.topic">Illinois</a> Consortium on Drug Policy and lead researcher.</p>
<p>Already the interviews have yielded surprising responses, researchers say. Some <a id="HEBEC00008" title="Addiction" href="http://www.chicagotribune.com/topic/health/behavioral-conditions/addiction-HEBEC00008.topic">addicts</a> are also successful athletes. Others skipped straight to heroin, bypassing the traditional progression from alcohol and cigarettes as they use increasingly dangerous drugs.</p>
<p>Still others are addicted not just to the drug, but to the thrill of buying heroin off the streets, driving from the suburbs to Chicago&#8217;s West Side, where it is cheaper to go directly to the dealers.</p>
<p>&#8220;They have never seen an inner-city area or an open-air drug market,&#8221; Kane-Willis said. &#8220;That became part of the thrill — not just using the drugs but going and getting away with it.&#8221;</p>
<p>The research, which also focuses on the addicts&#8217; relationships with parents and friends, is expected to be completed by this summer. It will be used to create parental and youth education programs and various other methods of intervention, Burke said.</p>
<p>The interviews are necessary, researchers say, because the face of the heroin user has changed. Most research on the drug is based on users from the 1970s, who were predominantly African-American.</p>
<p>Now, heroin users tend to be primarily white suburbanites who snort and inject the drug, Burke said. The key, she said, will be identifying such stressors as social anxiety or a chaotic home life that can prompt young adults to try the drug.</p>
<p>It&#8217;s no accident that the hotline approach was established in the Chicago area, where heroin abuse is more extreme than anywhere else in the country, according to <a id="OREDU0000140" title="Roosevelt University" href="http://www.chicagotribune.com/topic/education/colleges-universities/roosevelt-university-OREDU0000140.topic">Roosevelt University</a> researchers. The Chicago area led the nation in heroin-related emergency room visits from 2004 to 2008, according to the university&#8217;s study released last year.</p>
<p>Meanwhile, most funding for drug education in schools has been cut or proven ineffective, Burke said. And the lives of America&#8217;s youth are becoming more complex, which can also contribute to the use of more powerful drugs, she said.</p>
<p>&#8220;As kids develop, they&#8217;re risk takers, but some kids take bigger risks than others,&#8221; Burke said. &#8220;There is a difference between a child who tries marijuana and a child who is a heroin user. What leads them in that direction is different.&#8221;</p>
<p>Reed Hruby was a gifted musician who taught himself how to play guitar and could perform Beethoven on the piano, his family said. He also taught himself computer programming, spending hours poring over manuals learning code, said his mother, Kathy Hruby.</p>
<p>In high school, Reed tried marijuana, Ecstasy and <a id="HEDAR00193" title="LSD" href="http://www.chicagotribune.com/topic/health/drugs-medicines/lsd-HEDAR00193.topic">LSD</a>, said his friend Mike Crisp. Hruby and Crisp tried heroin for the first time during the summer after graduating high school, acquiring the drug from a friend.</p>
<p>Shortly after, they began making trips from their home in Crown Point, Ind., to Chicago&#8217;s <a id="PLGEO100100501254200" title="Humboldt Park" href="http://www.chicagotribune.com/topic/us/illinois/cook-county/chicago/humboldt-park-PLGEO100100501254200.topic">Humboldt Park</a> neighborhood to buy more, Crisp said.</p>

Rick Scott</a> <strong>wants to repeal the state&#8217;s yet-to-be-implemented prescription drug tracking law that&#8217;s designed to crack down on &#8220;pill mills&#8221; supplying drug dealers and addicts who flock to Florida from states already operating such systems.</strong></p>
<p>Scott spokesman Brian Hughes said Tuesday that the electronic monitoring delayed by contract challenges, may not be as effective as advocates claim. The governor also was worried it might infringe on patients&#8217; privacy, he said.</p>
<p>&#8220;Is that a function of government to track the activities of law-abiding people in order to track a smaller subset of criminal behavior?&#8221; Hughes asked in an interview with The Associated Press.</p>
<p>The proposed repeal, though, drew sharp opposition from the Florida Academy of Pain Medicine. <strong>The doctors&#8217; group issued a statement saying such a system would be &#8220;the single most effective weapon in the battle to shut down Florida&#8217;s so-called &#8220;pill mills.&#8217;&#8221;</strong></p>

<p>RE: Not drug testing patients who are using heroin Misappropriated funding via non compliance of rules and regulations as posted on walls of said facility;</p>
<p>• “Must bring back empty medication bottles or will not be dosed”</p>
<p>• “Must test negative for illegal drugs or will not get dosed”</p>
<p> I am writing this letter out of concern for my son, who is receiving social security and disability from the state deemed emotionally unstable since age 14, and a severe heroin/drug addict; Your patient ******.</p>
<p>My concerns are based on the facts of:</p>
<p>February 7, 2011:</p>
<p> I brought MY SON to XXX clinic to pick up his prescriptions prior to going directly to XXXXXHospital for detox • I reported to your staff I thought SON  was shooting up heroin in the bathroom, the woman at the front desk knocked on door and told him to hurry. </p>
<p>My SON  was NOT tested for drugs per stated on signs on the walls of your facility (I took pictures of signs) MY SON  did not return any bottles.</p>
<p> • My SON came out of bathroom with complete change in demeanor from prior to entry into bathroom:</p>
<p>• SON&#8221;S ACTIONS PRIOR TO RESTROOM ENTRY</p>
<p> o hyper</p>
<p>o Confrontational</p>
<p>o Restlessness</p>
<p>o Irritable</p>
<p>o Rambling inchoherently</p>
<p> • SON&#8217;S ACTIONS AFTER (SHOOTING UP HEROIN) IN RESTROOM</p>
<p> o Calm</p>
<p>o Loving</p>
<p>o Peaceful</p>
<p>o Hugging me</p>
<p>SON admitted to me he shot up heroin in said restroom.</p>
<p>SON walked out of the clinic high on heroin with prescriptions for a total of 100 pills. Which included seroquel, vicoden, xanax.</p>
<p>He left these prescriptions in my car because I left the REHAB hosp via ambulance due to stress. I was unable to unpack his belongings. They remain in my care. I drove him directly to XX Hospital for detox treatment, where he immediately went into the restroom as I was signing in.</p>
<p>I contacted staff to report MY SON  using heroin in restroom (as I contacted staff at first clinic) they sent 2 men and one woman staff members to the door of restroom and kept banging on the door that if he did not open the door they would kick it in.</p>
<p> They informed him they knew exactly what was going on and they were going to take his drug kit the minute he came out of restroom.</p>
<p>This is exactly what happened.</p>
<p>They took his drug kit. He stayed 4 days and left.</p>
<p>He has since reported to me he has been living homeless, sleeping in parks and a Church.</p>
<p>This upsets me because of a letter he wrote on May 12, 2011 stating thatSon&#8217;s GIRLFRIEND (GF)**** is listed at your facility as his caretaker. (see enclosed copy of letter)</p>
<p><strong>May 11, 2011</strong></p>
<p>was arrested in a park in Monrovia California for having drug kit on person; the police were called because of some disturbance of him in a sleeping bag in the park. Monrovia Police Department</p>
<p> Philip ***** and I picked up my son from his GF house*****’s Parent’s home where she resides at approximately 9:00 p.m.</p>
<p>**GF   *gave me a bottle of soma prescribed to</p>
<p> My SON dated<strong> 5/11/2011</strong> and 30 pills, when the bottle reached my hands there were 12 pills.</p>
<p>She also handed me 9 Suboxone strips I do not know how many were prescribed.</p>
